  • Municipality of Piraeus
    • Municipality of Piraeus hosts one of the largest ports of Europe and the largest in SEEurope. Piraeus port has attracted investments from the biggest companies of the sector, such as MAERSK and COSCO. Its strategic position and its activities has contributed to an investment plan for the port ammounting to 1 million Euro for the next 5 years.  The city of Piraeus hosts over 20 world shipping companies playing an important role in world trade. The Municipality of Piraeus has createThe energy effient team has developed many energy project proposals in collaboration with the environmental experts of the Municipality.  Piraeus, membner of the Covenant of Mayors: The Municipality of Piraeus is a proud member of the Covenant of Mayors initiative. Signatories of the Covenant of Mayors voluntrily commit to increasing energy efficiency and the use of renewable sources on their territories. By their commitment, they support the European Union 20% CO2 reduction to be reached by 2020.
    • Role in the project
      Municipality of Piraeus is the leader of the project controlling the overall coordination. It will be responsible for the project meetings, project reports (including progress and financial monitoring) and it will host a public information day in the city of Piraeus.It will also organise the final event towards the completion of the project.

  • Vienna University of Economics and Business
    • The Vienna University of Economics and Business is the largest business university in Europe. According to the annual report, WU hgas 27,484 students, 57 total faculty and 420 administrative staff. For over 100 years the university offers high quality tertiary education at all levels (undergraduate,graduate and doctoral). The quality of the WU programs has been recognised by the European Foundation of Management Development (EFMD), which accredited WU according to EQUIS (European Quality Improvement SYstem).

      Role in the Project
      The Research Instiutute for Spatial and Real Estate Economics at Vienna University of Economics and Business (WU), sepcializes on research of real estate, real estate markets as well as with the energy certificates of buildings and the respective policies. The institute also investigates ecponomic incentives for nvestments into energy efficiency in Austria. WU will be responsible for carrying out activities that are related to economic aspects, similar to ones that it is already involved with.More specifically, it will be involved with collection of good practices of rules and regulations stimulate energy efficiency investments in buildings and the survey on economic aspects influencing energy efficiency of buildings at regional/local level (under WP3). Moreover, the inventory of the economic framework for energy efficiency investments and the setting up of a network of Energy Investment Forums (under WP5).

  • Gabrovo Regional Administration
    • Regional Governor of Region represents the execcutive power on the territory of Gabrovo region, carries out the state policy on regional level and ensures the consistency between the national, regional and municipal political priorities.`In carrying out the state policy on regional level the Governor is assisted by regional administration.

      Some of the powers that Regional Governor executes are connected with:

      1. coordination between the central bodies of executive power and their territorial sections, as well as bodies of local self-government;

      2. working out and implementation of regional strategies and programmes for regional development;

      3.mamangement of state property; 

      4. administrative control of the application and lawfulness of administrative acts;

      5. civil peace and public security;

      6. international relations of teh Region.

      The activity, structure, staff members of the Regional Administration are defined according to Structural Regulations of Regional Administrations, adopted by the Council of Ministers. Under its provisions the Regional administration shall be General and Specialized. The General administration of Gabrovo region is organized into Directorate “Administrative-legal service, finance and property management” and the Specialized – into Directorate “Administrative control, regional development and state property”.

      Gabrovo Regional administration is represented and managed by the Regional Governor, who is appointed by Council of Ministers. In his actions he is assisted by the Vice Governor. The Secretary General carries out the administrative management.

      Gabrovo Regional administration develops and implements strategic documents like: the Regional Development Strategy, the Energy Efficiency Plan, Regional Social Services Development Strategy. These documents outline the objectives, priorities and activities for further development of Gabrovo Region. There are also 13 Councils and Committees organized at Regional administration which have consultative functions. Their members are representatives from the four municipalities, NGOs, social partners, business, media, etc. In this way the Regional administration involves all local stakeholders in the processes of formulating and carrying out the policies on regional level. Gabrovo Regional administration is certified with ISO 9001:2008.

      Role in the project
      Gabrovo Regional Administration takes part in various Operational Programs. It takes part in the discussions consultations and work-groups for formulating the priorities, objectives and measures of the above programmes. That brings the administration in a position to influence policies and programmes. In Trace, it can use that power contributing to the increase of the impact of the project. 

  • Sofia Energy Agency – SOFENA
    • Sofia Energy Agency - SOFENA was established in July 2001. One of the main objectives of SOFENA is to assist local and national authorities in developing a sustainable energy policy as well as various environmental projects. Moreover, it develops proposals for decreasing environment pollution and its impact on climate change. SOFENA has developed close cooperation with the stakeholders involved in energy efficiency and in general the target groups of the TRACE project.

      Role in the project
      Most of the above activities are planned within TRACE. SOFENA, will contribute in exactly these areas setting up joint territorial strategies and setting up the Energy Investment Forum under WP5). In addition, SOFENA can influence local/regional and national policies in the field of energy efficiency, as cofounders of SOFENA are the state Energy Efficiency Agency (EEA) and the Sofia Municipality and SOFENA's experts take part in working groups and discussions for the amendment of national legislation and the development of strategic documents while it has established close cooperation with the Ministry of Regional Development and Public Works. Finally, SOFENA is a member of the Association of Bulgarian Energy Agencies - ABEA and cooperates with similar organizations in Bulgaria. This will facilitate the collection of good practices and the transfer of know-how as well as the dissemination of results within TRACE.

  • KDZ - Centre for Public Administration Research
    • Centre for Public Administration Research is a competence centre and knowledge platform for public management/governance, financial management and city economy. Today, KDZ serves more than 150 members, which are mainly municipalities and regional government authorities of Austria. KDZ contributes to the modernization of the public sector by linking research, consulting and professional training, adopting an approach that encompasses all levels of state government from the local to the regional and federal. It also encourages national and international networking.

      Role in the project
      Based on its profile KDZ will significantly contribute in the implementation of the capacity building activities (under WP4) of the project as well as the activities for the exchange of information and the organization of on-site study visits in particular. In addition, KDZ will play an important role in the dissemination of project results within Austria as well as in neighboring countries. In addition, the board of KDZ consists of representatives of the Association of Austrian Cities and Town (KDZ is a daughter company of the Association), the Austrian Federal Chancellery, the City of Vienna and other Austrian Cities while is has more than 130 Austrian cities as members. KDZ will address these organizations during the project activities related to exchange of experiences and collection of good practices (under WP3). KDZ will disseminate the project results to the members of the Board and its members while, through them, it can exploit the project results in influencing the respective policies, especially at local and regional level.

  • Centre for Renewable Energy Sources and Saving
    • The Centre for Renewable Energy Sources and Saving (CRES) is a public entity, supervised by the Ministry of Environment, Energy and Climate Change, founded in 1987. CRES is active in the fields of Renewable Energy Sources (RES), Rational Use of Energy (RUE) and Energy Saving (ES). CRES was appointed by Law as the National Coordinating Centre in these fields. It acts as the official advisor to the Greek State on matters of RES/RUE/ES and it has established a highly visible profile of a reliable national energy centre. CRES has financial and administrative independence. It is financed and supported by the Greek Ministry of Environment.

      Role in the project
      As the official advisor to the Greek State on matters of RES/RUE/ES, CRES directly influences local/regional policies in the energy sector. CRES will contribute to the project its exclusive experience in the field of energy efficiency in buildings and more specifically in energy modeling and energy policies as well as in the organization of project events (such as the organization of transnational on-site study visits for the exchange of good practices on energy efficiency of buildings under WP3) and dissemination activities (such as the organization of "Energy efficient buildings" public information days and discussion events under WP2).

  • Province of Mantova
    • The Province of Mantova is a public local body of Lombardia Region in the north of Italy with 411,335 inhabitants. The Province of Mantova has a long tradition in working with EU institutions for promoting various policies and policies related to the energy, environment and sustainable development in particular.

      The challenge of the Province of Mantova consists in favouring territorial planning, promotion and valorisation and an equilibrated infrastructural development, promoting a competitive environment for economy, contributing to the preservation of natural and cultural assets and the development of ustainable tourism, providing employment services, training programmes and social services for the population. The Province has competence over land planning, transports, including inland navigation and inland ports and marinas, energy and coordinates the 70 municipalities in the planning of the Territory Coordination Provincial Plan" (PTCP )for urbanization, economic activities, public transports, water (rivers, lakes) and green areas. The Province is also responsible for authorizing public and private installation of RES plants in the territory.

      Role in the project
      Province of Mantova will effectively contribute to the project goals, especially in the formulation of territorial policies regarding the energy performance of buildings. Its long experience in environmental and energy issues as well as in economic aspects related to these issues will also give an additional impetus to TRACE.In addition, Mantova will play an important role in the dissemination of project results through the networks it participates in and in the capacity building activities.
      By its institutional character, the Province of Mantova can play an important role in influencing local, regional and national policies and operational programmes in the energy field.

  • Province of Perugia
    • The Province of Perugia is a local authority, an intermediate level between the Municipalities and the Umbria Region. It has statutory, organisational, administrative and financial autonomy. It represents the community of the Province, protects its interests and promotes and coordinates economic, social, civil and cultural development. It is located in the centre of Italy and is the biggest one of the two provinces of the Umbria Region with about 672.000 inhabitants. Main competences of the Province include: culture and tourism, local growth, road conditions, environment and energy, management of educational buildings, civil protection, education and training.

      Role in the project
      As a result of its statutory and administrative autonomy the Province of Perugia has the capacity to influence local and regional policies related to energy efficiency in buildings while it contributes to the definition of the Operational Programme of ERDF Umbria. The Director of European Policies Service in the Province of Perugia is an alternate member of the Regional Monitoring Committee of ERDF. Within the context of TRACE Perugia will mainly contribute to the transfer of know-how, the setting up of joint territorial strategies for energy efficiency in buildings and the capacity building.

  • Centre for Promotion of Clean and Efficient Energy in Romania – ENERO
    • ENERO is a non-profit consultancy and research centre active in the energy field since 1999. It focuses on renewable energy sources and energy efficiency promotion, gathering highly experienced experts in innovative energy technologies and European R&D projects management. Between 2000-2004, ENERO was the Romanian partner of the OPET Network, managed by European Commission, Directorate General Energy and Transport, covering energy efficiency and renewable energy sources at national level. The objectives of ENERO include research and development in energy and the technological transfer of new and efficient technologies from other EU countries as well as their implementation in Romania, in the fields of production, transport, distribution, supply and use of electricity and heat, non-conventional and renewable energy sources, energy efficiency, clean fossil fuels.

      Role in the project
      ENERO will play a significant role in the dissemination of project results (being responsible for the development of the communication and Dissemination Plan). It will also act as a liaison between TRACE and the other relevant projects it participates in (such as FROM MARGINAL TO RENEWABLE ENERGY SOURCES SITES and Energy- ENER-SUPPLY), in order to coordinate actions (where possible) and avoid duplication of efforts.

  • Energy Agency of Savinjska, Šaleška and Koroška Region
    • KSSENA is the Energy Agency of Savinjska, Šaleška and Koroška Region in Slovenia. KSSENA deals with rational use of energy, energy efficiency, industrial undertaking projects, support to SMEs. In addition, KSSENA deals with biomass, biogas, wind and hydro energy, solar system and photovoltaics, public lighting and transport, biodiesel and use of biogas into existing and potential new cogeneration systems. It also serves as the coordinator of companies and SMEs, which want to collaborate in fostering energy efficiency projects.

      Role in the project
      KSSENA amongst others, carries out energy strategies and management for local communities, participates in projects at local, national and European Level, and raises awareness. Within TRACE KSSENA will significantly contribute in carrying out the dissemination activities within Slovenia but also to other SEE countries, such as Austria and in setting up the joint territorial strategies for energy efficiency. It will also contribute to the collection of good practices and the transfer and exchange of experiences with other EU-funded projects it participates in order to avoid the waste of efforts and maximise the outcomes of all the projects overall. As the official energy agency of Savinjska, Šaleška and Koroška Region KSSENA can directly influence the local and regional policies in the field of energy efficiency. KSSENA with their own activities encourage and accelerates energy policies on local, regional and partly on national level.

  • Sarajevo Economic Region Development Agency
    • The Sarajevo Economic Region Development Agency (SERDA) is a non-profit company and owned by Canton of Sarajevo, the City of Sarajevo the City of East Sarajevo and 32 municipalities from the Sarajevo Macro Region- SMR (19 from Federation B&H and 13 municipalities from Republic Srpska). The role of SERDA is to encourage and strengthen regional development through the provision of financial support, education, business infrastructure development, capacity building, information services for foreign investors and implementation of inter-regional and international projects. Through the professional implementation of projects and the dynamic and innovative approach SERDA has proven itself as a leading development agency in Bosnia and Herzegovina.

      Role in the project
      SERDA implements projects and activities directed towards the development of economic activity in its region, human resources development and strengthening competitiveness in the region. SERDA, in cooperation and partnership with its founders and international organisations, has implemented projects in the following areas: business development, education, standardisation, environmental protection, tourism and infrastructure. Inter-regional and international cooperation represent a very important operating segment of SERDA. The role of SERDA within TRACE focuses mainly on the activities related to exchange of activities, collection of good practices, the development of territorial operational plans and dissemination.

  • City of Zagreb
    • City of Zagreb is cultural, scientific, economic, political and administrative centre of the Republic of Croatia with seat of Parliament, President and Government of the Republic of Croatia. It enumerates about 793.000 inhabitants. It is a unit of local administration and at the same time of regional administration at county level. City Office for Energy, Environment and Sustainable Development is responsible for planning of energy development, heating, renewable energy sources, maintenance of administration buildings, installations, equipment and devices.

      Role in the project
      Within TRACE Zagreb will, among others, contribute to the activities related to the exchange of experiences and particularly in the review of the current role of territorial administrations in SEE on energy performance of buildings, the collection of views and opinions of territorial administrations in SEE on energy performance labeling of buildings, the review of ICT solutions to improve the energy performance of buildings and collection of good practices of rules and regulations that stimulate energy efficiency investments in buildings. In addition, it will contribute to the implementation of capacity building activities, being responsible for the definition of training objectives and assessment of training needs. Finally, it will Develop territorial operational plans and policy recommendations for public administrations.

  • Albania-EU Energy Efficiency Centre (EEC)
    • The Albania-EU Energy Efficiency Centre (EEC), established in 1995, is the only specialized institution working in the fields of promotion of the efficient use of energy and exploitation of renewable energy resources in Albania. Its staff has the necessary expertise to cover various energy issues, such as rational use of energy and energy conservation measures, energy surveys and audits, heat transfer, solar energy utilization and renewable energy resources, as well as project design and management. Within 16 years of experience, EEC has accomplished to establish itself as the key player in the Energy sector and create international partnerships, recruit experienced and qualified staff, develop a large bibliography on the rational use of energy and gain experience buy implementing various projects in real life.

      Role in the project
      EEC has been working extensively on the Albanian national EE action plan in the building sector, on energy auditing of buildings, development of various projects in the residential and public buildings sector. Within the TRACE project EEC will play an important role mainly in communication activities (under WP2), the activities related to the collection of good practices and the transfer of know-how (under WP3), the capacity building (under WP4) and in the development of policy recommendations for territorial public administrations. In addition, EEC will act as liaison with the other two projects funded under the SEE programme in which it participates in order to avoid duplication of efforts.

The TRACE project is being co-funded under Priority Axis 2 - Protection and Improvement of the Environment of the South East Europe Programme, achieving the corresponding objectives through the Area of Intervention (AoI) 2.4 - Promote energy and resources efficiency.
