How to finance energy efficiency has been the central topic of discussion during the second event organised for technical staff and administrators of the municipalities of the Province of Mantova. This initiative is part of the activities developed in the context of the European Energy Week, as well as the TRACE Project (a funding program of the EU aimed at South East Europe). This workshop was organised as a professional training course on the “Legal and technical aspects of the EPC contracts for public administrations”. The speakers, engineer Nicola Galli for AGIRE and engineer Pierluigi Fecondo for Centro Abita (advisor for the Province of Mantova for the TRACE Project), have discussed several topics such as the energy audit as operational tool for the assessment of the feasibility of actions, the cost-effectiveness analysis and the effectiveness of the energy re-qualification of schools, public bodies and sports facilities, the ESCO and the funding through third parties, EPC contracts, pros and cons of the partnership between public and private. In conclusion, they have presented some case studies (Suzzara and Porto Mantovano).

The course saw the participation of several technical employees of numerous municipalities of the Province, the municipality of Parma. All the people involved showed a great degree of interest in the subject and were able to establish a dynamic and constructive dialogue with the speakers. During the conclusion, Prof. Pierluigi Fecondo introduced a new, upcoming initiative promoted by the Province of Mantova in the context of the TRACE Project: an ENERGY INVESTMENT FORUM (EIF). The EIF is mainly aimed at supporting the local stakeholders, such as municipalities, in accessing funding with the objective of improving the energy efficiency of buildings.
