POSTER - Transnational Cooperation for the Improvement of Buildings Energy Performance and Efficiency

ABOUT SOUTH – EAST EUROPE PROGRAMME

The South East Europe Programme is a unique instrument which, in the framework of the Regional Policy's Territorial Cooperation Objective, aims to improve integration and competitiveness in an area which is as complex as it is diverse. The programme is supporting projects developed within four Priority Axes: Innovation, Environment, Accessibility, and Sustainable Growth Areas - in line with the Lisbon and Gothenburg priorities, and is also contributing to the integration process of the non-EU member states.

Priority Axis 2 ‘Environment’ supports activities, which intend to “promote energy & resource efficiency”: The purpose of this area of intervention is to support transnational cooperation in the adoption of EU policies and directives including community frameworks for energy efficiency and reduction of greenhouse gas emissions.

With 40% of energy consumed in buildings the EU has introduced legislation to increase energy efficiency, a key part of which is the Energy Performance of Buildings Directive (EPBD) that provides for a comprehensive and integrated approach. Increasing energy efficiency is among the main goals of the European Union and it is embedded in Europe 2020 strategy.

TRACE PROJECT ACTIVITIES

The TRACE project funded under the 4th call for proposal of the SEE Programme aims at supporting local and regional administrations to develop and advance policies and mechanisms for improving the energy efficiency in buildings through the development of a transnational partnership for exchange of experiences, knowledge and good practices among its members, and the implementation of joint actions, including capacity building by implementing: 

Transfer of know-how among territorial administrations in South East Europe on energy efficiency in buildings

Capacity building of territorial administration in South East Europe

Setting up joint strategies and implementing pilot actions for energy efficiency in buildings in SEE

Communication activities. 

 TRACE PROJECT OUTPUTS

Collection and analysis of good practices - at least 60 good practices identified on the use and impact of energy performance certificates and on information campaigns;

Development of training methodology, production of training material (including one training game), organization of training sessions for the TRACE territorial administrations;

Organization of transnational on-site study visits, thematic workshops and information and communication campaigns;

Development of territorial operational plans and policy recommendations for territorial public administrations in SEE , set up a network of Energy investments Forums.
